Training and professional integration of people with mental disabilities: Experiences and trends in Western Europe

Résumé

La formation et l’intégration professionnelle constituent un aspect essentiel du mouvement général de l’intégration sociale des personnes présentant une déficience mentale. Quelles sont les tendances actuelles qui guident en la matière les décideurs dans l’Europe de l’Ouest? Si l’émergence d’une volonté de mettre en commun les expériences nationales est clairement perceptible, le développement d’une politique européenne cohérente n’est qu’à son début. Dans les pages qui suivent, nous nous proposons d’aborder la question sous deux angles :

• à travers la restitution de trois approches concrètes, allemande, française et italienne où nous montrerons d’abord les grandes diversités règnant dans le secteur (la deuxième sera présentée de manière plus détaillée);
• ensuite, à partir de cet observatoire privilégié qu’est le Conseil de l’Europe, nous décrirons les politiques et les législations de trois pays – l’Autriche, la Hollande et le Portugal.

Nous conclurons par l’examen rapide des recommandations communes préconisées pour l’aire géographique ouest-européenne.

Abstract

Training and vocational integration is a key aspect of the overall movement towards social integration of people with mental disabilities. What are the current trends that are guiding policy makers in Western Europe in this area? While the emergence of a willingness to share national experiences is clearly perceptible, the development of a coherent European policy is only at its beginning. In the following pages, we propose to approach the question from two angles:

• first, through the restitution of three concrete approaches, German, French and Italian, where we will show the great diversities prevailing in the sector (the second will be presented in more detail)
• then, using the Council of Europe as a privileged observatory, we will describe the policies and legislation of three countries - Austria, Holland and Portugal.

We will conclude with a quick review of the common recommendations for the West European geographical area.
